It is located in the North-Western corner of the building block, bounded by Krasnoarmeysky Avenue and Sovetskaya, Revolyutsyyi and Lenin Streets. It is a large three-story stone building with two two-story adjacent wings, integrated into the Northwest corner of the block. In the adjacent structure to the Eastern wing, there is a double-height assembly hall with large window openings with a semicircular top. The decoration of facades is performed by the eclectic technique of using various-style details. The corner of the building with the main entrance to the building is accented by a three-part attic.
