The building itself has its own history. The construction of the residential building was laid in the spring of 1941, but the construction was prevented by the war. In the 1950–s the construction of the house was continued on an old foundation, designed by the architect I. Gryzlov. The house has six floors, which is unusual for residential buildings of that period. On the ground floor the Regional Children's Library housed.
